It has been clearly and repeatedly demonstrated that punishment can very effectively be used to control conduct. In 2014, the U.S. Division of Training and the U.S. Division of Justice issued a widely publicized joint report, entitled Nondiscriminatory Administration of Faculty Discipline, that summarized racial disparities in suspensions and expulsions; no data had been offered on corporal punishment, and the one mention of corporal punishment was a short comment that it has the potential for use in a discriminatory vogue ( U.S. Department of Education and U.S. Division of Justice, 2014 ). In an accompanying guiding ideas document issued by the U.S. Division of Training (2014) , corporal punishment was not mentioned a single time.
